- However, if a person is diagnosed with AIDS while residing at a correctional institution, the correctional institution is required to report the AIDS case to the local jurisdiction if the person in question has resided at the correctional institution for 6 months or longer. If a person has resided at the correctional institution for less than 6 months, the case is reported to the jurisdiction of the persons permanent residence. As of September 30, 1998, 58 AIDS cases were reported from a correctional institution to the Los Angeles County Department of Health Services HIV Epidemiology Program. ...
- In 1994, the California Department of Health Services39 conducted a cross-sectional unlinked (blinded) survey among inmates entering the California correctional system to estimate the prevalence of HIV infection, along with markers for hepatitis B virus (HBV) and hepatitis C virus (HCV), and to assess risk behaviors associated with HIV seropositivity in the study population. During the study period (8/15/94 - 9/9/94 for males; 8/15/94 - 10/7/94 for females), 5,279 inmates received an entrance physical examination at the six reception centers. 4. Education Dedicated to Black Males Still Relevant
- www.tnj.com
- As president of Morehouse College, the nation's premier institution of higher learning for men, I am often asked why there is still a need for a college dedicated primarily to the education of black males. ... They add that with the recent Supreme Court decision that upheld race as a legitimate factor for admissions decisions, opportunities for black men to attend historically white institutions will continue to be open. ...
- Having spent about 30 years of my academic career in four different major universities–the University of Illinois, Brown University, the University of Chicago and the University of California–I have personally witnessed the positive changes at these and other historically white institutions. ... These men and women have contributed to economic growth and educational advancement within the African-American community and the nation at large.
- However, over the past several years, it has become clear that despite these opportunities, the educational achievement of African-American men lags severely behind every other group in America, especially black women. Just 30 years ago, the number of black men and women in college was nearly equal. ... And while the gender gap in higher education persists across all racial categories, it is far greater for African-Americans. ...
- The reasons for this gap are varied and complex. Two years ago, Morehouse hosted a national symposium attended by more than 100 academicians and policy makers to review the status of men and boys along the educational continuum and to discuss some of the factors that deter men from attending and/or completing college. Among the causal factors that negatively impact male education are the legacy of racism and poverty among African-Americans, the low expectation many people have for young, black men, the experience of boys in early childhood education, particularly the lack of male role models in schools, and the anti-intellectualism fostered by black street culture. ...
- Participants in the symposium also discussed the practices that have proved most successful in engaging men in higher education. While there emerged no easy solutions to this multifaceted issue, over and again the experts stressed the importance of fostering the appropriate learning environment for black men to succeed. The fact that young black males face different cultural and social environments requires different strategies for them to remain fully engaged in the educational process. ... In fact, helping young men develop to their potential allows them to move more successfully into the mainstream, which is good for everyone. ...
- That is exactly what we have found to be the case at Morehouse, where, with a relatively small enrollment of about 2,800 students, we still graduate more African-American men with bachelor's degrees than any other institution in the nation. ... Morehouse men compete favorably with male and female graduates of all races from other colleges and universities for coveted spots in the top graduate and professional schools, as well as for career positions in corporations and other organizations. ...

But the high-voltage lines at the California Institution for Men in Chino and other state facilities apparently have been doing as much to reduce the state's protected bird population as to corral inmates, quick frying more than 3,000 birds that came in contact with the security lines. ... "We saw then that there was a potential for problems," he said, adding that the netting offered a solution. ... - ABSTRACT: A study was conducted to determine why such a small number (less than 2 percent) of the approximately 9,000 adult male prisoners housed in the 3 complexes of the California Institution for Men (Chino, California) in the mid-1980s were actively participating in the college program offered at the prison sites. ... The study determined that only about 3,000 men were actually housed at the facilities at any one time and that only about 60 percent of them were eligible for the college program. ... Reasons for lack of participation stemmed from an overall anti-college bias on the part of administrators and inmates. ... For those who did register, long hours on prison jobs, trouble in the prison, administrative snafus, or transfers often prevented them from attending class regularly. ... Finally, participating in the college program often reduced the inmates' time off for working and, therefore, resulted in longer prison stays a powerful deterrent to their participation. ...
11. Five Views: A History of Black Americans in California
- www.cr.nps.gov
- A History of Black Americans in California:.
- The California Legislature not only disenfranchised its Black citizens, but also enacted a fugitive slave law that jeopardized the status of free persons of color. Evidence derived from various court cases, manumission records, pioneers' personal documents, and legislative proceedings show that conditions of servitude existed for many Black Californians between 1848 and 1863. The conditions prevailed despite a constitutional provision which stipulated that "neither slavery or involuntary servitude, unless for the punishment of a crime shall ever be tolerated in the State. " Even though the constitution prohibited the peculiar institution, it should be noted that an 1852 law provided for seizure of any person alleged to be a fugitive brought to the state before its admission to the Union. ...
- Despite their political disenfranchisement, Black people contributed to the development of three California industries before World War II: mining, lumber, and agriculture. Black miners could be found throughout the mining frontier -- in the Mother Lode Country and in Southern California's gold mines. ...
- Kentucky Ridge Mine, near Bidney Springs in Nevada County, operated for two years (1851 and 1852) by a large number of slaves, has acquired virtual legendary status. A colony of Black men and women settled along Deer Creek in 1851 to work the Kentucky Ridge Mine. ... English reportedly was a Georgia planter who sold his plantation in 1850, then journeyed to Philadelphia, where he purchased a ship to transport machinery and workers to California to establish a mining enterprise.
- A Black concern owned Horncut Mine, a prosperous quartz claim in Brown's Valley, the town near Marysville in Yuba County that became prominent for its rich surface diggings and extensive quartz mines. Another Black mining concern, the Rare Ripe Gold and Silver Mining Company, also located in Brown's Valley was, according to an article in the San Francisco Elevator, 1868, a "first class" company (a noteworthy comment, since quartz mining required heavy machinery, and few men had the investment capital to properly outfit that kind of mining operation).
- Outside Stockton, San Joaquin County, Mose Rodgers, in company with other Black men, owned several successful mining companies. Rodgers best-known mine, and one for which he was a stockholding superintendent, was the Washington Mine, established in 1869. ... A mining tycoon and technical genius, Rodgers was constantly sought after for his knowledge of mining technology.
- Black settlements were established in Quincy and Weed during the 1920s by Louisiana-based sawmill companies that purchased existing California mills and recruited experienced workers from communities adjacent to the parent company's home operation. Transportation costs were advanced, and housing was guaranteed for those willing to relocate.

- On March 25, 1949, during the McCarthy era of anti-communist hysteria that gripped the country, the Board of Regents of the University of California decided to adopt a loyalty oath to be signed by all members of the University's faculty and staff. ... In July, 1950, thirty-one faculty members of the Berkeley and Los Angeles campuses of the University of California were dismissed by a two-vote majority of the Board of Regents for refusing to sign the required loyalty oath. ... As David Gardner writes in his book about the California oath controversy: The irony was that not one of those dismissed was ever accused of being a Communist or in sympathy with any other organization allegedly subversive. ... How the Regents of the University of California came to sever from the institution's service men and women against whom no charge of professional unfitness or personal disloyalty had been laid is an extraordinary study in futility. On October 17, 1952, the California Supreme Court ruled that the state of Californai had pre-empted the field of loyalty oaths and that university personnel could not be required to execute any other loyalty oath other than that prescribed for all state employees. ... It was a hollow victory for the non-signers; the court passed no judgement on tenure rights, academic freedom, or political tests for appointment to academic positions. ...

" He went on to say: In the course of the thirty-six years that have passed since you came to the Berkeley campus as an instructor in the Department of Mathematics, you have demonstrated execeptional ability as a teacher in a subject in which the quality of teaching can be responsible in large measure for the difference between brilliance and mediocrity in a student's work. ... For acting on his disagreement with marital law, Valentine was sentenced to death. ...
- A civil marriage is ostensibly egalitarian; the state does not prevent interfaith or interracial marriages, for example. ...
- For most people, the event which makes them married - the wedding - is its own marriage of religious tradition and civil requirement. ...
- These couples may live together for years, raise children together, buy homes together. ... In California, there are nearly half a million same sex couples - couples who live just like any other spouses, juggling schedules, haggling over finances, sharing their daily lives. ...
- California has the most comprehensive domestic partnership law in the country - yet it provides only about 15 rights and responsibilities. ... In other words, California couples of the same sex have less than one percent of the legal protections available to opposite-sex married couples. ...
- Terrorism does not discriminate - lesbians and gay men, like other Americans, lost their lives on that fateful day. And, like other families, lesbians and gay men lost life partners and their children lost parents. ... For example, New York state victim compensation funds are available to lesbian and gay families, but similar Virginia funds are not. Affected lesbian and gay survivors may apply for federal funds, though distribution of those funds is not guaranteed and will be affected by state laws. ...
- The failure of the government to recognize committed unions between same-sex couples results in daily discrimination against lesbians and gay men and our families - not only by the state, but also by companies, organizations, and service providers who base consumer policies and discounts on marital status (for example, hospitals may restrict visitation rights to state-sanctioned families, or car rental companies may charge for additional drivers unless the renters are married). ...
- Like heterosexual couples, lesbians and gay men form their own attachments. ... Yet, if the state legitimately supports the attachment formed by two people as an element of social stability, what possible reason exists for denying certain couples access to the special marital status granted by the state? Certainly states cannot base their laws on religious views held only by certain faiths - if that were so, then Catholicism would long ago have prevented the state from allowing abortion - or divorce. ...
