1. The FBI Fingerprint Image Compression Standard
- www.c3.lanl.gov
- The FBI Fingerprint Image Compression Standard.
- This page contains a summary of the Federal Bureau of Investigation's image coding standard for digitized fingerprints, developed and maintained by the FBI, Los Alamos National Lab, and the National Institute for Standards and Technology. ...
- The goal of this project is to design and implement a national standard for coding and compression of digitized fingerprint images. The FBI is digitizing the nation's fingerprint database at 500 dots per inch with 8 bits of grayscale resolution. At this rate, a single fingerprint card turns into about 10 MB of data! .
- Here's a sample fingerprint image measuring 768 x 768 pixels (= 589,824 bytes): .
- Yes, but the FBI has been collecting fingerprint cards since 1924, and because (like most of us) they find it hard to throw things out, over the past 70 years their collection has grown to over 200 million cards occupying an acre of filing cabinets in the J. ...
- And to make matters worse, fingerprint data continues to accumulate at a rate of 30,000-50,000 new cards PER DAY, which makes for a serious traffic jam on the Information Superhighway. ...
- The FBI needs more than an order of magnitude reduction in bits to make a serious dent in this database. ...
- Here's a 4x zoom of the ``core'' (or center) of the fingerprint image we saw above. ...
- These blocking artifacts annoy the bejeesus out of human end-users like the FBI's fingerprint experts, who do NOT like seeing computers munch their precious data and are pretty leery of this whole ``data compression'' thing in the first place. What's more, the blocking artifacts also affect the performance of automated systems that attempt to trace out ridges to help classify the fingerprint. ...

3. LETTER FROM LYNN O'SHEA FROM DEPTARTMENT OF JUSTICE (FBI)
- from Department of Justice (FBI) .
- You posed several questions concerning fingerprint cards. As you probably know, the FBI Identification Division (D) is the national repository for fingerprints of military personnel. Military fingerprint cards are maintained in the ID Civil File which is made up of over 86 million cards, which represent approximately 38 million individuals. It also includes fingerprint cards of those persons fingerprinted as a result of Federal employment, alien registration and naturalization, and individuals desiring to have their fingerprints placed on record with the FBI for personal identification purposes. The fingerprint cards are maintained in FBI space using the same physical security methods and under the same FBI rules, regulations, policies, and procedures as are other FBI documents.
- Due to the volume of civil fingerprint cards that we receive, we do not keep records of the receipt of individual cards that are returned to the contributors for various reasons. In most instances, the only way to determine if there is a fingerprint card on file is to check the manual name index. The absence of an individual's name from the index only indicates that the ID does not currently have a fingerprint card on the individual. ... to positively determine whether specific military fingerprints are maintained on an individual in the Civil File, we must conduct a search in that file based upon a comparison of fingerprint characteristics.
- In 1984, the Department of Defense (DoD) provided the FBI with a list of 2,483 names identified by the DoD as being "Americans Unaccounted for in Southeast Asia. ...
- Another possibility is that fingerprints were submitted but were determined to have been unclassifiable and, therefore, were rejected and returned to the contributing agency with a request to obtain a legible fingerprint card for resubmission. We know that in many instances a re-submission fingerprint card is not received. ...
- Another reason why we might not have fingerprint records of all MIAs has to do with fingerprint card retention policies. If the ID is notified that an individual with a fingerprint card in our Civil File has died, we place the fingerprint card in our Deceased File and hold it for seven years. If at the end of seven years we have received no information that the person is alive, we destroy the fingerprint card and remove any reference to it in our indices. In accordance with this policy, if the DoD advises us that an individual has been killed in action or is otherwise deceased, we place the fingerprint card in the Deceased File, and, at the end of seven years, destroy the card unless we have been requested to do otherwise by the DoD. Once the card is destroyed, no record is kept indicating that the fingerprint card ever existed. ...

- FBI fingerprint system ready.
- After years of design delays and cost overruns, the FBI on Wednesday will begin using a sophisticated new fingerprint identification system.
- The Integrated Automated Fingerprint Identification System (IAFIS) will allow the bureau to search electronically through millions of fingerprints that state, local and federal law enforcement agencies submit when they conduct criminal investigations. Traditionally, running background checks using fingerprints has relied heavily on human analysts, according to FBI officials.
- James Jasinski, the FBI's program manager for IAFIS, said the new system should speed up the process of running fingerprint-based background checks to two hours in criminal cases. He said traditional fingerprint background checks can take from eight days to three months - too long for many officials who need background checks conducted quickly so that they can make quick decisions on conducting investigations or setting bail.
- But those searches - in which the FBI may get only one fingerprint or a piece of a fingerprint instead of an entire set of fingerprints - are expected to take longer than two hours to process.
- Jasinski said the FBI also will use IAFIS to process fingerprints submitted by "civil sectors" - employers who run background checks on job candidates. ... The FBI now charges $24 for such searches.

- WASHINGTON, DC -- The Department of Justice today issued a report entitled, "Implementation Plan for Integrating INS' IDENT and FBI's IAFIS Fingerprint Data. " This report responds to a requirement in the FY 2000 House Appropriations Bill directing the Department of Justice (DOJ) to prepare "a plan for the integration of the IDENT and IAFIS databases and fingerprint systems. " The plan addresses two specific problems cited by Congress: (1) that other Federal, and state and local law enforcement officials do not have access to all fingerprint identification information captured by INS Border Patrol agents, and (2) that INS agents do not have the full benefit of FBI criminal history records when searching criminal histories of persons apprehended at the border.
- The FBI's existing Integrated Automated Fingerprint Identification System (IAFIS) will be the technological base for this improved centralized system. IAFIS will be supplemented by adding fingerprint files currently maintained by INS in its IDENT fingerprint database.
