- Today, as we approach the anniversary of the creation of the Transportation Security Administration (TSA), we still hold firm to this belief. The work of screening passengers at our nation’s major airports should continue to be the responsibility of well-trained, experienced and reliable federal employees in a single, unified security system. ...
- We can make certain of this by ensuring that the screening of passengers and baggage at our airports remains a federal responsibility, with federal employees accountable to the public, instead of depending on companies that are open to pressure from airlines and airport authorities to water down security measures. Airport security should not be about a company’s bottom line. ...

28. ACAP Director's Message
- www.acap1971.org
- With a War on Terrorism ongoing, a war against Iraq looming, a crisis in North Korea's development of nuclear weapons and long range missiles in the wings, and the high cost, high fare airlines in bankruptcy or threatening to file bankruptcy, air travelers are rightly concerned about security and safety as never before.
- The public's access to safe, affordable, and if possible convenient air travel needs to be preserved as a matter of economic as well as national security. ...
- The Transportation Security Administration (TSA) now in charge of aviation security and part of the Department of Homeland Security must at all costs ensure against another 9/11 type attack, which according to news reports from intelligence sources is still being plotted by Al Qaeda. Second, while the TSA has made great progress since its creation in the wake of 9/11, it still needs major improvements in its security systems to provide reasonable assurance that airliners cannot be hijacked or sabotaged by terrorists.
- Third, the TSA must resist imposing overly intrusive security systems on the traveling public, and must avoid any profiling system unless it is both fair and effective. ...
- Congress needs to focus on providing new benchmarks for aviation security and safety improvements and to appropriate the necessary funds to carry them out. Unfortunately the Bush Administration budget for FY 2003-04 fails to do this, and would by some measures cut back on existing funding of aviation security. ...
- Only by establishing a record of the best safety and security in the world will US aviation and travel industry weather the war time storms and fully recover when peace returns. ...

42. LP Press Release: Federalizing airport security: Will air travelers be less safe? (October 23, 2001)
- Federalizing airport security: Will air travelers be less safe?.
- WASHINGTON, DC -- Federalizing airport security would be a catastrophic blunder -- unless Americans want to risk putting their lives in the hands of a security system with the perpetual long lines of the DMV, the "torment-the-customer" focus of the IRS, and the corruption of HUD, the Libertarian Party said today. ... Federalizing airport security is a solution that is simple, neat -- and wrong," said Libertarian Party National Director Steve Dasbach. "If America federalizes airport security, we could end up with a security staff that is overpaid, under-performing, and impossible to fire. ... House is expected to consider a bill that would leave airport security screening to private firms, rather than turning the nation's 28,000 airport security personnel into federal workers. The bill would require the Federal Aviation Administration to set standards for airport security, and more closely monitor the process. ... Senate legislation, which would federalize airport security forces at an estimated cost of $3 billion a year. But turning airport security personnel into government employees is a mistake if the goal is greater safety for airline passengers, said Dasbach. ... In May 2000, the General Accounting Office (GAO) announced that investigators posing as law enforcement officers were able to bypass federal security and penetrate the Pentagon, CIA headquarters, and the Justice Department. ... And Social Security Administration employees were convicted of taking bribes to issue phony Social Security cards. ... "Yes, the current airport security system is flawed and needs to be upgraded -- and the proof of that was the tragic September 11 terrorist attacks," he said. "But the solution is not to replace that system with government employees who are wrong 73% of the time; who allow security breaches 50% of the time; who can't even track expenses, much less crafty terrorists; and who have a history of selling out to the highest criminal bidder.

- The Case Against Federalizing Airport Security.
- Would you feel safer if the security personnel at Disney World were federal government employees? Probably not, because the private companies that service Disney World and most other attractions have been doing a fine job. ...
- The Senate has just passed a bill that would require all airport security personnel to be federal employees. Does this make any sense? If the security personnel at Boston, Newark and Dulles airports had been federal employees, would the terrorists acts of September 11 been averted? The answer is almost certainly no, because up to that date it was not illegal to carry a box cutter on an airplane.
- Those who advocate federalizing the airport security personnel claim that we will be safer if the workers are paid more and are better trained. ...
- Consider what would likely happen if the feds took over the airport security function. ...
- If the federal government took over this airport security function, it would have a monopoly on the activity. ... The airport security service is more likely to resemble the I. ...
- The Capitol, understandably so, is under very tight security, and has an elite police force. When we arrived, we were put through the normal electronic security checks, and upon stating the purpose of our visit and room we were supposed to go to, we were waved through. ...
- If the elite Capitol police cannot get their act together in more than a month after the terrorist attack for one of the most important buildings in the country, why should one assume that newly hired federal security personnel in all of the nation's airports would be any more competent?.
- Clearly a more effective solution for the airport security problem would be for the federal government to set standards for airport security and monitor the airports to make sure the standards are being met. For instance, standards for private security personnel might include criminal background checks, a requirement that they must all be US citizens, have completed specified security training, plus a course on how to be pleasant and helpful to the passengers. Security operations at some airports have been lax and the employees rude because the contracting authorities have either not set or not enforced more rigorous standards. Sixteen European countries are reported to have replaced government security personnel with private security firms at airports with very good results, because the governments require high standards of performance.
- The principle is universal; we are likely to get much better airport security if the government sets the rules and enforces the standards on independent operators rather than undertakes the task itself. If the private security company knows that it will lose its contract and if its employees know that they will lose their jobs if they fail to meet the specified standards, there is a strong incentive for good performance that would be lacking if the government were the direct employer.
