- The Dangers Of Internet Voting .
- Internet voting might be more convenient and mobile than currently used voting technology, but there are complex security and reliability obstacles that for now impede the Internet's use in public elections, says a report commissioned by the National Science Foundation. It says trials should proceed but remote voting from home or the workplace will not be a viable alternative in the near future. Internet voting systems fall into three categories: .
- Poll site voting (in which traditional election locations are augmented with Internet technology), .
- Kiosk voting (in which Internet terminals would be placed for convenience at non-traditional sites such as malls), .
- Remote voting (in which citizens could vote from virtually any Internet terminal, including at home or work). ...
- Regarding the feasibility of these options, the report says poll site Internet voting systems could be responsibly deployed within the next several election cycles. But authenticating a voter's identity and preventing on-site coercion of voters are issues related to kiosk voting that still need to be resolved. Remote Internet voting systems pose significant risk and should not be used in public elections until substantial technical and social science issues are addressed, says the report. And Internet-based voter registration poses significant risk to the integrity of the voting process, and should not be implemented for the foreseeable future. 2. Internet Voting Thought Piece
- www.reed.edu
- Proponents of Internet voting argue that allowing citizens to vote over the net will raise voter turnout by further decreasing the costs of voting. However, several issues raised in this week’s readings cause me to question whether Internet voting will have as dramatic of an effect as proponents would like the public to believe. While e-voting will reduce costs, in its current state, it does not correct the problems that have depressed voter turnout during the twentieth century, and it may also cause new problems. ...
- Unfortunately, Internet voting offers no solution to this problem other than arguing that it will be easy for all groups to find political information on the net, thereby gaining the knowledge necessary to participate. Thus, while Internet voting may reduce the costs involved with voting, it does nothing to raise the incentives for non-voters to participate in elections. ...
- As Texiera explains in The Vanishing American Voter, Americans vote less because although the costs of voting have decreased, nothing has been done to increase the benefits of voting. The decrease in perceived benefits is a result of the changing individual characteristics of the American voting public, such as drastic decreases in both social connectedness and political connectedness. Unfortunately, Internet voting is yet another measure aimed to decrease the costs of voting. I am sure that the increased ease of Internet voting will help to offset some of the decline in voter turnout, however, I find Texiera’s arguments on the need for increased benefits very convincing. In order for Internet voting to be as successful as proponents argue, politics on the Internet must be able to effectively involve all citizens in the political process, and convince them that the government is responsive to their needs and desires. In “Are We Ready for Internet Voting” Phillips concurs with this point. Phillips argues that in order for Internet voting to be successful, the government must first prove its responsiveness to American citizens. ...
- The effect of “The Digital Divide” is yet another question that must be considered when discussing Internet voting. It is possible that Internet voting may serve to disenfranchise a great number of minorities and poor citizens, as many members of this group are not well connected to the Internet. Phillips and Kantor both argue that this is a question that must be dealt with before Internet voting is put into effect because the results could further decrease voting turnout. However, Weisberg argues that e-voting will not completely replace r-voting until all Americans are wired to the Internet. Additionally, Stassman states that technology would allow un-wired citizens to vote over the Internet at traditional polling locations, thus there is no reason to worry over “The Digital Divide. ... A large part of the appeal of Internet voting is that it will reduce the costs of voting, thereby increasing voter turnout. Utilizing their reasoning, Internet voting will simply make it easier for the elite to vote, while doing relatively nothing to motivate the great majority of citizens who currently are not voting. ...

- edu/~jones/voting/ .
- First, I wish people would stop talking about Internet voting as if it was a completely different animal. ... Traditional absentee voting and vote by mail are also done from the home, raising problems of difficult voter authentication and insecure ballot transmission. Direct recording voting machines and precinct-count mark-sense and punched-card ballot systems also use computers and many now offer transmission of totals over public telecommunications systems (frequently phone and radio). We should address these risks across the board! The way things are going, I'm afraid we'll end up quite properly stamping out the threat of immediate Internet voting while leaving the significant flaws of these other voting systems largely un-addressed! .
- We should treat Internet voting as direct recording absentee voting using electronic communication of ballots and vote totals, and we should address the threats it raises by fixing the laws regarding absentee voting, direct recording voting systems and use of electronic communication in elections! Yes, the Internet does introduce some new problems, but these other problems are far, far broader! .

- (New study urges caution in movement to electronic voting) (1050) By Charlene Porter Washington File Staff Writer Washington -- Internet voting will not provide a short-term solution to the problems in U. ... voting procedures that became apparent after the 2000 presidential election, according to findings released March 6 by the Washington-based Internet Policy Institute (IPI), a nonprofit, nonpartisan research organization. A system that would allow voters to cast ballots from their home or office computers would pose "substantial security risks," according to the Report of the National Workshop on Internet Voting. ... The report conveys a strong warning about Internet voting from homes and offices, at the same time it details potential benefits for more limited forms of cyberspace ballots if the proper control and security systems can be developed. The IPI report suggests that Internet voting may make casting a ballot more convenient and thus boost participation in an electoral process that has been steadily eroding over the last several decades in the United States. Vinton Cerf, co-inventor of the protocols that allow computers to communicate with each other, enabling creation of the Internet, underscored that Internet voting has the potential to save both time and money. When it comes to ensuring accuracy in a final ballot count, Cerf, also a member of the IPI board of directors, added that Internet voting "will beat all the mechanical systems. " The IPI report distinguishes three types of Internet voting: voting on computer terminals at traditional polling sites; voting on terminals located in kiosks at non-traditional locations, such as libraries, public buildings and shopping malls; and remote voting, allowing a citizen to cast a ballot from any computer. The study panel envisioned different logistical, technological and social problems with each different type of voting, and recommended the near-term pursuit of Internet voting only at traditional polling places. IPI researcher David Cheney said, "Poll site Internet voting offers some benefits" and could be responsibly deployed in the not-too-distant future. "We think it's very appropriate to do experiments" at the voting precinct level very soon, Cheney continued.

- EVACS is the computer system that provides for electronic voting and electronic counting for ACT Legislative Assembly elections. ...
- The successful implementation of the electronic voting and counting system was the culmination of an extensive and complex project begun by the Commission after the 1998 Legislative Assembly election. At the 1998 election, the close result in the Molonglo electorate (when 2 candidates were 3 votes apart at the point where one of them had to be excluded) and the resultant recount (which saw the relative order of these candidates change due to mistakes made in the original manual count) led to calls for computerised voting and counting processes to increase the speed and accuracy of the ACT's Hare-Clark counting system.
- In 1998/1999 the Commission examined the available options for computerising the voting and counting processes, and in October 1999 the Commission published a Request for Proposal, seeking proposals for using technology to improve the speed and accuracy of ACT election counts. ...
- After evaluating the proposals, the Commission decided that no one proposal provided a complete solution for electronic voting and vote counting that would meet all the Commission's needs. However, the proposals did clarify possible options for proceeding to some form of electronic voting and vote counting for the October 2001 election.
- After further investigation the Commission concluded that electronic voting should be provided in a controlled environment at pre-poll voting centres and polling places. The Commission was not convinced that it would be appropriate to use the internet for voting for the 2001 election.
- In December 1999 the Commission submitted a business case seeking in principle support from the ACT Government to proceed with an electronic voting/vote counting system. ...
- Following passage of this legislation, the Commission published a Request for Tender for software for the electronic voting and vote counting system on 11 December 2000. ...
- EVACS has two parts: electronic voting and electronic counting. Electronic voting is used in polling places to directly record votes. ...

- Some of harshest criticisms involve SERVE (the Secure Electronic Registration and Voting Experiment). Conducted by the Defense Department, SERVE is supposed to allow 100,000 Americans living abroad, including armed services personnel, to vote via the Internet in primaries and the November election. United States citizens abroad selected for the experiment could visit the SERVE website from any computer connected to the Internet and cast their ballots.
- The report urged that SERVE be shut down and that voting via the Internet not be attempted at any time in the foreseeable future.
- Meanwhile, a review of Maryland's online touch-screen voting system - initiated by the state last week - triggered more skepticism.
- The risks were present even though the system is intended to be used at polling places and does not send information over the Internet, removing one major source of possible tampering.

- The report confirms the conclusions of earlier studies by the California Secretary of State's Task Force on Internet Voting and the Internet Policy Institute, both of which found serious flaws in Internet voting schemes.
- "There would have to be some fundamental changes to PC architecture and to Internet architecture for Internet voting to be possible," says Avi Rubin, one of the four authors of the SERVE report, who is a professor of political science and technical director of the Information Security Institute at the Johns Hopkins University in Baltimore.
