- In this course, students will examine the driving forces of Russian politics and weigh competing theoretical "lenses" that can be used to interpret Russian political behavior. What drove the USSR to democratize and collapse and why did the community of experts fail so completely to predict it? Why has the Russian economy been so troubled? Did Vladimir Putin become president in 2000 by means of fraud, or does Russia have a real democracy? What are the sources of the persistent weakness of the Russian state? These and other issues will be explored through a combination of lectures, readings and in-class exercises. ...

- Russian to conclusions.
- 'It is unreasonable to be too critical of the decision taken by Russian President Vladimir Putin', says today's Independent, claiming that the Russian authorities were faced with 'difficult and limited choices' for ending the Chechen rebel siege of a Moscow theatre.
- The siege may have ended tragically - with the deaths of 120 hostages caused by the as yet unnamed gas pumped into the theatre by Russian troops - but according to the Independent, 'the outcome was better than it might have been' (1).
- Outright criticism has been muted in favour of a hesitant praising of the Russian authorities for making 'difficult decisions in difficult circumstances' and for 'doing their best'.
- The Mirror couldn't resist contrasting the Russian troops' clumsy actions with 'the success of the British SAS in storming the Iranian Embassy in 1982' - but still concluded that 'President Putin and his force had no alternative' (4).
- But in the 10 years since it started, the Chechen conflict has been shaped and influenced by the foreign policy concerns of Western elites as well as by the internal concerns of the Russian elite.
- American leaders spent the Cold War condemning Russian leaders as oppressors and demanding freedom and independence for the republics that made up the Soviet Union. ...
- In such a fearful and uncertain climate, as the institutions and certainties of the Cold War were unravelling, Western governments were not about to criticise Russian attempts to quash the Chechens.
- Those who did criticise Russia over the weekend tended to focus on the Russian authorities' attitude rather than their actions. It wasn't so much the gassing of 120 people that some found objectionable, but the way in which the Russian authorities refused to repent or 'be open' about what had taken place.
- The Mail praised Putin for showing 'resolve and determination' when 'faced with a terrorist incident on such a scale' - but it criticised the way in which the Russian authorities 'have since acted with a mixture of arrogance and distrust that is all too reminiscent of Cold War attitudes' (10).
- But 'the greatest failure is the old Russian nemesis: the failure to be honest. ...
- Many commentators must have been relieved when Putin eventually appeared on Russian TV with moist eyes to explain his actions - and indeed, The Times praised him for 'wisely acknowledging the cost and asking forgiveness for his failure to rescue all the hostages' (12).
- Somehow, some commentators managed to link the 'bloodbath in Moscow' (caused by Russian troops, remember) with the Bali bombing (caused by persons unknown) with the alleged threats from Iraq and the 'newly nuclear' North Korea. ...
- Even the gassing of 120 people by the Russian authorities can be twisted into an argument for disarming Saddam before he has a chance to 'unleash his poisons'.

20. METAPHORS OF DEMOCRACY: CHANGE IN THE RUSSIAN POLITICAL LEXICON AND THE TRANSFORMATION OF RUSSIAN POLITICS
- www.polisci.ucla.edu
- CHANGE IN THE RUSSIAN POLITICAL LEXICON AND THE TRANSFORMATION OF RUSSIAN POLITICS.
- 2 The transition from Soviet to Russian politics presents yet another opportunity to test for this association. In this paper I address the larger question of whether Russian political discourse has changed from a despotic to a democratic type by examining some common metaphors.
- Metaphors may be able to act as cues to social identity by virtue of their capacity to shape what else people think about when they read or hear about politics. ... 6 Such a theory implies that when rulers liken politics to something above or remote, audiences contemplating their relationship to their rulers think about such qualities as height and distance that separate them from the rulers. ...
- A standard work on democratic participation comments: "People who identify closely with political contenders are more likely to participate in politics than people whose psychological identifications are weaker. ...
- Third, transitions to democracy must begin by dismantling the metaphorical apparatus of the old regime, as otherwise the cues encountered by people continue to isolate them from politics. ...
- It is not my claim that the discovery of such a pattern in a body of texts means that either the texts’ authors or the Russian audience are conscious of this pattern. ...
- "10 In separate papers my colleagues and I have reported experimental evidence that whole texts exemplifying those used in the present study evoke very different responses from large samples of Russian readers and that the electoral texts are more capable of evoking identification. ... Exactly how to describe the changes in the meaning that Russian audiences infer when they see democratic instead of dictatorial metaphors, or how far-reaching these changes may be, are admittedly open to more question, but one cannot put different metaphors in and get the same meaning out.
- 13 Like virtually any monarchial or dictatorial discourse, regardless of ideology, authoritarian communist discourse borrowed this metaphor to signify the difference between politics and the everyday and to attach value to the former. ...
- As in later tables, the leftmost column of Table 1 lists the nominative singular of a basic form of a Russian lexeme commonly used as a metaphor in political discourse. ... The next three columns give the raw numbers of occurrences of derivative forms of this lexeme in three bodies of political texts taken from an authoritarian period in Soviet politics, from a transitional period, and from the initial electoral period. ... The electoral corpus consists of fifty speeches, interview comments, or articles by politicians selected to encompass the full spectrum of Russian politics during October 1991 to December 1993, the initial period of electoral politics.
- While this methodology has been chosen because 2500 contexts are obviously too many to analyze individually, selective examination of context shows how authoritarian discourse uses these metaphors to ascribe distinctiveness and to attach value to politics as compared to the everyday. ...
- The representation of politics as existing above the citizen not only diminished in frequency in the immediate post-Soviet era, but its sign changed. ...
