51. Institutions and Individuals in the Making of Russian Foreign Policy
- www.isanet.org
- Institutions and Individuals in the Making of Russian Foreign Policy Toward the United States Since 1991 .
- The emphasis on domestic politics, both within this paper and within its wider context, comes at a time when, collectively, international relations scholars are coming to terms with the observable and undeniable need not only to consider domestic politics, but also to privilege its role in the making of foreign policy. ... While one could easily make a case for the importance of considering the impact of domestic politics on external relations throughout the Cold War, and some scholars aptly did, perhaps an even greater case can now be made for the study of this important connection in countries attempting to make the transition from authoritarian pasts to new and uncertain democratic futures. ...
- It is for this reason that scholars seeking to explain the relationship between domestic politics and foreign policy must be especially careful to take into account the specific characteristics of political institutions within these transitional states. ...
- This reality holds particular salience for the Russian Federation in the post-Cold War era, as it attempts a breathtaking transition to democracy with the world looking on expectantly. In order properly to understand the actions taken by the Russian government with regard to its foreign policy-making toward the United States, it becomes crucial to consider the domestic political factors most influential in this process. Analysis of the relevant literature within the field of international relations makes clear that much of the discipline’s emphasis to date on systemic influences on state action are insufficient to help explain the course Russian foreign policy is now taking nearly eleven years after the end of communist rule. ...
- To facilitate this, the key institution to be considered is the President of the Russian Federation in the context of his relationship with the Duma, the Ministry of Foreign Affairs and the Security Council. ... The foreign policy learning curve has been quite sharp in the Russian Federation and for political reasons, the president has often changed the tone of foreign policy depending upon the domestic political pressures faced. ... As such, Russian foreign policy toward the United States in the post-Cold War era has often been inconsistent and at times incomprehensible. ...
- For Russia, the influence of leadership within institutions that have not been “institutionalized,” and as such do not have clearly established democratic political responsibilities, is likely to remain significant in the making of Russian foreign policy. ... A hierarchy or structure of Russian foreign policy making has been identified, and as such a number of bodies and agencies exist with a reasonable expectation of being involved in the foreign policy process. ...
- Weak institutions allow the Russian president and his top advisors the freedom to influence foreign policy in ways that western liberal democratic leaders do not enjoy. ...
- Appreciating this phenomenon will enable us to generate certain expectations for how Russian foreign policy will be conducted into the future. ...
- All hope is not lost with regard to Russian democracy, but its transition process may take far longer than analysts and practitioners originally predicted. ... However the growing trend among Russian politicians and scholars is to call for a political system in Russia that, while democratic, must be based on Russian traditions and culture. Of particular relevance here are the historically Russian characteristics of statism and paternalism that Vladimir Putin seems to be espousing 6 and which seem to be met with increasing eagerness by Russians. ... This is consistent with the notion that institutions must reflect the societies they represent, and as such they will become stronger; ensuring they are entrenched within Russian culture and reflect its historical legacy should help to ensure their trust among citizens. ... However as Putin pushes toward a statist, paternalistic form of Russian democracy, one that has traditionally emphasized leadership and a personality cult, leadership will continue to be key to understanding Russian foreign policy into the future and may not become institutionalized such as one might expect from a democratic state. ...

- The article argues that discourse analysis can help explain why Russian and Norwegian fishery authorities in the period 1999-2001 set quotas for the Northeast Arctic cod far above scientific recommendations. While the 'sustainability discourse' dominated on the Norwegian side - framing discussions in terms of the quotas being 'sustainable' or not - the Russian discourse centered around the battle between the two nations involved. ... Notably, the 'Cold Peace discourse' made it possible for Russian shipowners to argue against a quota reduction, and the 'pity-the-Russians discourse' made it acceptable for the Norwegians to agree to Russian claims. ...
- The latter discourse clashes with the prevalent Russian 'nuclear complex discourse' whose main assumption is that issues of nuclear safety should be left to the experts, not to the general public. ...
- (Svalbard and the Fishery Protection Zone: Russian Perceptions After the Cold War. ...
- This report looks at Russian perceptions and interests at the Svalbard archipelago and in the Fishery Protection Zone. Starting with perestroika, the Soviet and later Russian settlements were suffering a reduction of activity and partly dismantled. ... In April 2001, Norway for the first time ever took arrest in a Russian trawler in the Protection Zone, bringing it to port in Tromsø. ... A few months later, the Norwegian Parliament applied the Svalbard Environmental Protection Act, putting the Russian (and Norwegian) coal mining under question. Unsurprisingly, the Russian reactions were severe. ...
- The study asks what interests Russia has at Svalbard, and how the Russian perceptions come about. ... The co-ordination of Svalbard politics under the control of the Ministry of Foreign Affairs has loosened, the result of which is less attention to foreign actors. ... The Norwegian management of Svalbard and the Protection Zone has thus been seen by the Russian administration as indirect means to press Russia out of the area. ...
