- We will also try to see if there are grounds to assume that regional processes are having a greater and greater impact on federal-central politics. In other words, are we observing a drift away from the classic paradigm which up until now maintained that regionalization worked against state cohesion? If indeed we see the emergence of a new dynamic which no longer opposes the Center to the provinces but rather makes the federal system the broker of complex inputs from all the territories that it constitutionnally holds together, it may open a novel path to the analysis of governance in Russia: regional governments are not “stealing power” from Moscow or encroaching on central prerogatives but are rather insisting in participating in national politics and policy-making. They even claim, with more and more self-assertiveness, to be the potential saviors of Russia. ...
