My research indicates that Eastern Europe's background, history, and development are so different from those of these other democratizers that the models developed out of their experiences are of only limited usefulness in studying Central and Eastern Europe. Even more provocatively, I suggest that the so-called transitology literature also got Southern Europe wrong; the models of democratization developed out of Spain and Portugal's transitions are not only generally unhelpful in studying Eastern Europe but are also fatally flawed as descriptions of what occurred in Southern Europe itself.

In reaction, Hoge stressed, only a few American policy makers are questioning the long-held support for a more unified Europe, at least on issues of foreign policy and security. They alone talk of playing off New versus Old Europe, and of lowering the position of the continent as a whole in Americas security considerations. ... Despite its military powers, the US needs Europes resources, competencies and assistance. ... Such a posture divides Europe, and it certainly undermines the transatlantic relationship.
- But what about the economic dimension? "We presently transfer, by way of investment, one billion dollars a day from Europe to the United States in order to finance the trade deficit of the United States, and we participate in financing the federal budget deficit", Biedenkopf noted, underpinning his thesis that discussing the question whether the United States was a world power only under military and security aspects is not sufficient. ... Concluding, Kurt Biedenkopf suggested that the relationship between the United States and Europe should be complementary rather competitive. For Biedenkopf the common values and the tremendous interdependence in the field of economics and science between Europe and the US would make a process of uniting Europe against the US impossible.
- Aleksander Smolar indicated that Poland, probably the most pro-American country in Europe, refused to choose between Europe and the US, but tried to maintain good relations with both. He then took up the question whether the problems between Europe and the United States were transitory or whether they were structural and thus much deeper. ... In a way anti-Americanism then became a substitute ideology for Europe, which was deprived of its own identity. Smolar underlined that US foreign policy had changed and that Russia was a much bigger priority nowadays than Europe, than Germany and France. Europe has been marginalized, but in a way, he claimed, the Balkans saved the relationship for a while, since the US was kept in Europe because Europe was not capable of managing the Balkans conflict. Otherwise, the US would have left Europe earlier. Quoting Freuds notion of a "narcissm of small differences", Smolar held that it was more than possible that the future clash of civilizations would not be between western civilizations and Muslims, but between the US and Europe. ...

- For my generation of European Americanists this sudden turn toward ideological disarmament came as a sad moment of truth: American studies proved to be, all of a sudden, a bygone discipline constructed for political reasons in the cold war atmosphere of the 1950s, a mere political weapon used against the Soviet Union and its impact on (mainly eastern) Europe. No longer did it seem prudent to teach American values in those "underdeveloped" areas of the world; no longer did it make sense to invest in the spread of American high culture across the former Iron Curtain; no longer was culture politics.
- The perception of the United States in eastern and east central Europe has changed repeatedly throughout the twentieth century. The United States, once thought of by people east of the Elbe River as a remote country that attracted and assimilated millions of poor eastern European immigrants, now came to be a world power that won both World Wars and thus became instrumental in shaping eastern Europeans' destinies in Europe. ...
- Americanization originally meant the shaping and molding of turn-of-the-century immigrants from eastern and central Europe to become real Americans accepting real American values and speaking proper English (Archdeacon 167-68; Bodnar 98-99, 128, 154, 90-93). With the advent of the "American century," Americanization in Europe originally meant the post-World War II program of de-Nazification, the rebuilding of mental and physical order as well as the moral fiber of a war-torn western Europe (and Japan), the victory of a freedom-loving ethos increasingly imbued with an anti-Soviet stance. 1 But when the Americanization of (West) Germany, France, the Low Countries, and to a varying degree the whole of western Europe after World War II reached east central Europe after 1989, it brought a chilling disillusionment with most of the ideas and ideals previously associated with the United States.
- By the time the political and military walls within Europe were pulled down, however, the United States appeared not so much a moral force as, predominantly, a cheap and popular culture of fast food, empty and often violent soap opera, pop music, mass consumption, and the mall (see Dominik). ...
