Rei is usually identifiable by her long dark hair and the grey and red uniform she wears; she goes to a private school (Thomas Aquinas School For Girls), unlike the other Senshi. She has a confident and frank personality with people find attractive, and generally considered to be the 'Mysteriously Sexy One'.
Rei is one of the few Senshi to have overt powers not related to her superpowered alterego. Although high school girls working in shrines (commonly called 'miko', but sometimes incorrectly translated into english as 'priestess') are not unusual, Rei's psychic power labeled her a weirdo by her classmates. She can use ofuda (paper charm) to seal or dispel evil, and sometimes suffers from vivid dreams. She also practices pyromancy.
Rei's Senshi-specific powers are all fire-based projectile attacks, many with single target effects. Her outfit is red, white, and violet. She also inexplicably wears high heels, which some fans love pointing out teasingly.
Rei lives with her kindly, if lecherous, grandfather. Her mother is dead and her relationship with her rarely-seen politician father is icy at best. Because of this, she generally dislikes most men, whom she sees as emotionally weak. Rei has nothing resembling romantic pursuits except in the anime—Chiba Mamoru for a short time, and possibly an individual named Kumada Yuuichirou, a good-natured vagrant turned co-worker who overtly likes her.
Although Rei is said to attend a 'catholic' school, the usage of this term is actually a stylistic reference to a prim, private school. She is Shinto, not Christian.

Rei is a bit of a snob, though she mainly has little tolerance for stupid or lazy people. She is especially close to Minako, whose wild and silly personality is a nice polar opposite to her own.
Relatively to the other five girls, Rei's character is altered considerably. She is more 'boy-crazy' like other teenagers, and at times even clingy. She also has new aspirations to be an idol, a businesswoman, or have another 'big time' career. She has an admiring co-worker, although she treats him strictly as a friend. She is closer to Usagi than Minako in this adapation.
Her personality in the English dub is similar to the Anime, although some changes in dialogue (especially her playful arguments) supposedly cast her in a negative light during some important scenes. Rei's given name is changed to Raye. According to an old fan rumor, it may have been done to produce a semi-phonetic English spelling, or because 'Ray' & 'Rei' are masculine names in the Americas.
Rei essentially replicates her manga persona, although so far she has had a specific episode with Makoto.
