- VALUING CULTURES - THE FEATURES OF THE INDIGENOUS ARTS AND CRAFTS INDUSTRY .
- As noted in the 1989 report of the Aboriginal Arts and Crafts Industry Review Committee, the indigenous arts and crafts industry is 'by definition, the only industry in Australia that is totally dependent on Aboriginal producers. ...
- However, there is a high degree of government funding support for all aspects of indigenous Australians' involvement in the arts and crafts industries, and it is likely that without direct and indirect subsidisation the present level of Aboriginal and Torres Strait Islander peoples' involvement would decline rapidly and dramatically. ...
- First, that Aboriginal art is a merit good; that is, it is intrinsically valuable and meritorious and its support is in the public interest; and second that market failure occurs in the Aboriginal and Torres Strait Islander arts and crafts industry. ...
- This important observation is true of most Aboriginal and Torres Strait Islander peoples' contributions to the arts, culture, media, tourism and entertainment industries. Crucial to the success, both national and international, of such cultural influences in the arts, performance arts, media arts, and crafts is the curatorial, promotional and marketing work undertaken to properly represent these indigenous arts and crafts in the commercial worlds of the art and entertainment markets. ...
- Thoughtful planning and negotiations; informative, accurate and sensitive promotions; and clear understandings through commercial agreements based on sound cultural and commercial understandings have changed the haphazard interactions between indigenous Australians and others to the advantage of all. People from many cultures and backgrounds now may walk into a gallery, or an Australian High Commission office, and many other venues, and see the best of indigenous art, often accompanied by a catalogue of a high standard. ...
- It is this desire for 'authenticity' whether in art or tourist experiences (a largely imagined 'authenticity'), which is perhaps the source of some of the commercial success of the indigenous arts industry to date as well as one of its greatest limitations. ...
- The Aboriginal arts and crafts industry review committee found that a major feature of the indigenous visual arts and crafts industry is that the majority of the output has been produced by indigenous Australians in remote parts of northern and central Australia. At the same time, in many communities, the production and sale of arts and crafts constitute the only private sector economic activity and the only goods exported. ... Their work is handled by arts organisations that are referred to as Aboriginal art centres or cooperatives. ... They operate as both commercial and cultural mediators between producers and mainly non-indigenous procurers of indigenous art. ...
- Since those findings were made, the commercial success of the indigenous art and craft industry, at its peak during the boom period of the 1980s, has waned considerably. ...
- The fine art sector of the art market is, however, predicted to decline as a result of the oversupply of some forms of indigenous art, and the financial pressure of private collectors to convert their art investments into liquid assets or tax deductions under the Taxation Incentives for the Arts Scheme. ...

- The Minister for Communications, Information Technology and the Arts, Senator Richard Alston, the Acting Minister for Immigration and Multicultural and Indigenous Affairs, Mr Gary Hardgrave, and the Minister for Employment and Workplace Relations, Mr Tony Abbott, today announced a major Australian Government strategy to support the Indigenous art sector.
- The strategy is the result of a 12-month initiative commissioned by Senator Alston, a long-time advocate of the extraordinary quality and importance of Australian Indigenous art and its unique capacity to generate major employment opportunities in remote Indigenous communities. The aim of the initiative is to strengthen art centres so that our Indigenous artists can strive to attain new levels of excellence. ...
- The strategy is a recognition by all those with responsibility for supporting the Indigenous art sector that a more concerted and coordinated effort is required if the sector is to reach its full potential.
- 'Until now, the viability of Indigenous art centres has been precarious in many instances and has waxed and waned according to the calibre of the art centre coordinators. ...

- 'Australian Indigenous art continues to impress and excite art lovers in this country and around the world. It is important that Indigenous artists receive appropriate levels of reward and recognition for their creative endeavour, and that artists are supported to reach new economic and artistic heights. ...

- Australian Government agencies working together towards this outcome include the Aboriginal and Torres Strait Islander Commission (ATSIC), the Aboriginal and Torres Strait Islander Services (ATSIS), the Australia Council, the Department of Communications, Information Technology and the Arts (DCITA) and the Department of Employment and Workplace Relations (DEWR). ...
- Ministers particularly welcomed the commitment made by ATSIC and ATSIS-which provide more than $4 million annually for Indigenous art centres-to secure and stabilise funding for the sector. This is critical to the success of the strategy and demonstrates the economic and cultural importance of Indigenous art.
- 'DEWR will commence a pilot program to train and employ Indigenous workers and also provide intensive business development support to strengthen the operation of remote art centres,' Mr Abbott said.
