- Extension of commercial radio standards.
- The Australian Broadcasting Authority has varied the three commercial radio standards (the Broadcasting Services (Commercial Radio Current Affairs Disclosure) Standard 2000; the Broadcasting Services (Commercial Radio Advertising) Standard 2000 and the Broadcasting Services (Commercial Radio Compliance Program) Standard 2000 placed on all commercial radio licensees in November 2000 as a result of the ABA's Commercial Radio Inquiry.
- The three commercial radio standards were due to cease operation on 2 April 2003. ...
- "The ABA has taken the view that the standards should continue in operation until current investigations into matters in relation to compliance with the commercial radio standards have concluded, and their implications (if any) for the standards determined. The ABA will then consult with Commercial Radio Australia on the future of the standards," said Professor David Flint, ABA Chairman.
- The three standards relate to disclosure of commercial agreements by presenters of current affairs programs, the need to distinguish advertisements from other programs and the establishment of compliance programs by commercial radio licensees. ...

- In its report on the Commercial Radio Inquiry of 2 August 2001, the ABA found systemic failure to ensure the effective operation of the industry's self-regulatory codes of practice and proposed to determine three program standards to remedy this failure. - He claims the Commission is taking away their commercial license for local radio and sharing it out between Irish Press plc in Dublin (owners of Tipp FM) and a Waterford-based regional pop station.
- Hassett, who is a voluntary presenter with the co-op owned Tipp Mid West Radio told The Guardian this week that Tipp Mid West radio, based in Cashel and Tipperary town is facing victimization because it is a co-op that consistently out-performs the local radio stations owned by major business interests.
- Hassett said that about a year ago a BCI strategy was aimed at confining Tipperary to one commercial license, Tipp FM. ...
- In order to accommodate big business interests including Independent Holdings and the Irish Press plc-owned Tipp FM in Clonmel as well as the Waterford pop station, the BCI had put in place a brazen plan openly targeting the commercial license of Tipp Mid West radio, having open access to .
- Hassett complimented Oireachtas members from the county, including Defence Minister Michael Smith, for their united support in opposition to the plan of the BCI to rid the county of its only locally owned radio station. When it was considered that Tipp Mid West Radio in the latest Joint National Listenership Research committee (JNLR) survey was in the top five local radio stations in the country, this intended action by the BCI raised serious questions that would be asked in Europe as well as in Dail Eireann.
- He said Tipp Mid West Radio had provided its facilities to promote, represent and cultivate every responsible movements beneficial cause and provided a quality broadcasting service by the people for the people. The insult of being sidelined, the outrage of being deprived of the economic benefits of commercial local radio and the removal of the peoples co-op owned station, was an attack upon the right to own, develop and expand their radio to benefit the Premier County.
- What was now happening, he maintained, is, that total control of local radio within Tipperary, will now be owned by people outside the county. ...
- Tipp Mid West radio, he said, had a commercial license at present but it was co-op owned. ... There was fairly big membership of shareholding in it and the radio was robustly viable as well.

- Is children's radio the coming thing? Maggie Brown investigates.
- Are we witnessing the rebirth of children's radio? And if so, why are green shoots such as Takeover Radio (see below) emerging now, after decades of neglect? .
- The issue is rising on the political agenda, as a timely Social Market Foundation seminar, The Case for Children's Radio, demonstrated last week. As a sign of the commercial interests now at work, the event was sponsored by Capital Radio, which is trying to win new radio licences and expand into the tweenie market with a pop-led format, Capital Disney. ...
- The new arts minister and former education secretary, Estelle Morris, injected an extra political edge to the debate; she clearly sides with those who believe there are sound educational reasons for encouraging speech radio. ...
- Morris spoke of how BBC schools' radio (a reduced force which now largely supplies its programmes via tape) had been a key part of her schooldays in the 1950s. As she pointed out, "it is not that children have stopped listening to radio; it has remained with them through the medium of pop culture". ...
- She speculated that there was a golden opportunity "to regain something which has been lost": radio's ability to educate. ...
- But is it really going to happen? The lack of a set of specialist children's radio stations is indeed strange when you contrast it with television. ...
- But the BBC abandoned its experiment to attract children, specifically the under-10s, when it ditched its first version of Radio 5 a decade ago in favour of sport and news. And despite a big expansion of commercial radio over the past 13 years, no licences have been awarded to children's radio. ...
- The big new opportunity is digital radio, which offers a potentially massive expansion in choice. ... BBC Radio 7, a new digital service, has four hours of children's programmes a day, but only as part of an adult network. There is also the token Go For It Radio 4 programme on Sunday evenings and some family serials. ...

9. The Archives @ BostonRadio.org: Frequently-Asked Question
- www.bostonradio.org
- One of the questions most frequently asked here at The Archives comes from people looking for archival recordings of family members or friends performing on long-gone radio or TV stations. ...
- PRE-WWII: Magnetic recording on tape or wire was not available for commercial use until after World War II, which means that anything that aired before 1947 or so was either a live broadcast or presented via the miracle of ``electrical transcription''. ... Usually 16" in diameter (as opposed to the 10" records of the day) and recorded at 33 RPM (instead of the 78 RPM then used for commercial recordings), ETs were used for the distribution of syndicated programming and other broadcasts that were not time-sensitive. ...
- In most cases, once broadcast, a show was gone forever -- particularly on small local radio stations that may not even have owned recording equipment. ...
- Most of the ``old-time radio'' shows that are now commercially available came from ETs that were made for advertisers or from disks of syndicated shows that somehow survived their first few playings. ... A few present-day hobbyists do own equipment that can play ETs (which, in addition to being too large for a home record player, also were recorded from the inside out and often used a ``hill and dale'' recording process instead of the side-to-side grooves used in commercial recordings), and we at the Archives can put you in touch with them if you happen to actually possess such a disk and would like to hear the audio on it.
- Some of those DJ shows were saved by hobbyists, though; as tape became cheaper and the equipment needed to record radio broadcasts came into wider home use, some fans began taping the popular DJs of the day. A handful of recordings from the 1950s thus exist and are widely traded; thousands of hours of radio from the 1960s were saved by hobbyists and are widely available today. Uncle Ricky's Reel Top 40 Radio Repository is one good source for such recordings; another is Rick Kelly's NortheastAirchecks. ... In most cases, the surviving airchecks represent a fairly narrow chunk of the radio of the era, being heavily oriented toward big top 40 stations like WRKO, WMEX, WABC, and their cousins nationwide. ...
- As for the stations themselves, however, one thing has remained true down the decades: radio stations are lousy archivists of their own history. ...
- We're merely a ``virtual archive'', maintaining text and photo histories of broadcasters in the Northeast, and while our editors maintain their own private collections of airchecks and other memorabilia, they contain very little material before the eighties. ...
- We are also told (though we've never checked it out ourselves) that some archives of now-defunct Boston radio stations, WNAC in particular, now reside at the Boston Public Library; we welcome any information our readers can provide if they choose to investigate this possibility.
- In addition, several cities are home to local radio history organizations that sometimes have their own audio archives. ... John Fisher College has a radio history room in its library with some archives from WHAM and other early stations; in New Hampshire, broadcaster Ed Brouder is his own one-man archive. Such a group is long overdue in the Boston area, and in fact is slowly coalescing under the leadership of local broadcast veteran Len Zola under the name ``The Radio Gang''; if you're a veteran of Boston broadcasting, you can contact Len for more information about their regular meetings.

- But if it were ever to want to become a full time radio station it would be faced with a plethora of near unsurmountable obstacles. It seems the future of radio - at least, radio which is not led by commercial interests - is itself in jeopardy. ... Enchanted Gordon - who is also chairing the Radio Active debate at this year's Festival - gets ready to talk radio In February this year, I opened the Guardian and found a letter inside signed by 28 DJs and musicians, led by Big Chill favourites Coldcut, Lemon Jelly, Mr Scruff and, erm, Paul Oakenfold. They said they were concerned about the potential effects of the Communications Bill on ″music choice″ on the radio. The artists are all involved in the Londumb campaign, which has been protesting since Autumn against the changes to the BBC London schedules, away from specialised music programming (including Coldcut's legendary Solid Steel show) and onto phone-in talk radio instead. ... In my world, radio was more interesting than it had ever been. I'd recently discovered the online stream of Resonance FM, perhaps the most intriguing radio station on the planet. Technology allowed me to pick up radio stations from anywhere in the world at the click of a mouse - and were I to invest in a digital set there would be many more to choose from. But most importantly, from a selfish point of view, for the previous nine months or so I'd been presenting my own little radio show in Manchester on ALL FM 96. ... Indeed, three weeks after the letter was published in the Guardian, the Everett report on Community and Access radio gave the whole sector, Resonance and ALL FM included, a very warm response, recommending a whole new tier of not-for-profit community radio. ... The legal framework for future community radio is contained within the now notorious Communications Bill.

- hip-hop, most hip-hop fans my self included don't listen to pop music, and when i say pop music i am referring to artists such as Britney Spears, Backstreet Boyz, and the lists goes on and on, and we as hip-hop fans are not drawn to that type of music, but unlike the majority of other hip-hop fans i like the fact that pop music is so popular and rules the air waves, i would rather have pop music all over the radio and MTV than have hip-hop all over the radio and MTV, hip-hop is as commercial now than it has ever been but if it where to grow and be as commercial as pop music is now we would have 50 Puffys and 100 Master P's, if we look at pop music right now all the top selling artists and groups don't have great talent, most of the top selling artists are average at best talent wise yet they sell 8 to 9X platinum, other record labels see the Backstreet Boyz and Britney Spears push 9 million units and they try to clone success instead of progressing and being original, and progressing and originality is what hip-hop is all about, that is why i hope hip-hop never gets as big as pop music because we would see more and more cloning instead of originality, we have already experienced some cloning success with the likes of cash money, pop music is beyond repair and has gotten totally out of hand but hip-hop is on its way to transforming back to being more about lyrics and skills instead of being commercial and talking about how much jewelry and bling bling u have, hip-hop fans are smarter than other music fans and at the end lyrical skills is what makes u successful, u might be able to fool hip-hop fans for a little while and be a one hit wonder but lyrical skill determines your staying power, people like master p and puffy, and cash money are dying out right now because there fans are finally realizing they don't have great skills and are just relying on there image, even in the past MC hammer made a truck load of money but his fans finally realized that he is not true hip-hop, and the same thing goes for vanilla ice, but pop music fans don't seem to notice that there favorite artists don't have great talent, if the Backstreet Boyz where so talented why do they need back up singers?, if u know anything about music u know a group of five do not need back up singers if they can really sing, Backstreet Boyz push 10 million units and cant sing to save their life, now I am not saying all pop artists don't have talent because some pop artists can sing, Christine Aguilera has talent and Justin Timberlake from N'sync has talent also, even tough i don't like there kind of music i cant deny their talent, as a hip-hop fan i hope hip-hop stays just the way it is now and does not get anymore commercial, and for all the other hip-hop fans out there that don't like the pop music on the TV and radio do what i do turn it to a different station or simply turn it off, cause trust me u dont want hip-hop to be totally commercialized and totally ruined like the pop-music of today. ...

- DJs PLAY THE RECORDS: DJs only do this on non-commercial radio, and specialty/mixshow radio. ... , however, listen to commercial regular-rotation radio, and on these stations, the DJs have no say at all in what is going to be played (unless, in the case of a smaller station, the DJ is also the PD). So, the biggest pitfall to avoid is asking a DJ at a commercial station "Can I give you my CD for possible rotation?". ... Every single song you hear (or every syndicated program you hear) on commercial regular-rotation radio is on that station because of layers of promotion and marketing. ... COLLEGE OR SPECIALTY/MIXSHOW WILL EXPAND TO COMMERCIAL: Just because you do well on non-commercial or specialty/mixshow radio, it does not mean anything will happen on commercial regular-rotation radio. Matter of fact, nothing at all will happen at commercial unless a separate, higher-level campaign is put into place to take the record into regular rotation. The pitfall here is that a listener will hear something on college, and then a month later hear it on commercial, and conclude that the college caused the commercial to happen. ... I CAN'T GET AIRPLAY WITHOUT DISTRIBUTION: Depends on the size of radio that you are going after. Smaller commercial regular-rotation stations in smaller markets won't make this too much of a sticking point, especially if you have a powerful radio campaign going, or if you are doing great gigs in their city, or if you have great college or specialty/mixshow results. ... I CAN'T GET AIRPLAY WITHOUT GIGS: Again, depends on the size of radio that you are going after. Not being able to gig is a serious handicap for any station, but you can overcome it in smaller markets with intense radio promo, press, sales, and non-comm results.

- A report that WBUR Radio (90. 9 FM) and National Public Radio have been targeted by corporate underwriters for their alleged anti-Israeli bias underscores a little-understood fact: so-called public radio today is, in many respects, public in name only.
- What's interesting - and a little unnerving - about the Globe report is that it reveals the extent to which public radio has morphed from a taxpayer-funded service into what is essentially a private, nonprofit broadcasting operation designed to serve contributors, whether they be underwriters or ordinary listeners (see "Bobos in Radioland," News and Features, April 27).

- Radio expected to be net winner .
- The UKs media agency bosses believe that non-terrestrial TV companies and commercial radio stations will be the most successful media businesses over the next decade. Not only that, but they believe radio is the medium which has by far the most to gain from the internet outstripping TV, magazines and newspapers. According to the results of a survey carried out by Ocean Consulting earlier this year, media agencies believe that although the internet will make a significant impact on the industry, the commercial prospects for traditional media owners are still very good. ...
- When it comes to business success, commercial non-terrestrial TV and radio are expected to perform significantly better than magazines, commercial terrestrial TV and the BBC. ...
- When discussing sales effectiveness, commercial radio stations were rated significantly above other media. ... Asked which media were best at promoting themselves as a brand, again radio scored best, followed by magazines and TV. ... Amongst radio stations, Capital, Virgin and Classic FM were perceived as the strongest brands. Amongst newspapers, The Guardian, Daily Mail and The Sun were named while the Economist, Radio Times and Marie Claire were magazines that all scored well. ... When asked about the internet agencies felt that new media represents an opportunity rather than a threat for TV, radio and magazines, with a split vote for newspapers. ...

- Interview: Ron Sneddon on commercial radio.
- Interview with Ron Sneddon, Mediawatch, September 28, 2003RUSSELL BROWN: It's been an interesting week for commercial radio. The government announced two new commercial FM frequencies for the Auckland region, and said that 49 temporary frequencies in the rest of the country will also be up for auction, meaning that some radio operators may have to bid to save their businesses. ... According to Sneddon, our two big radio chains can be compared to the two sides in The Lord of the Rings. ... And the dark forces may be tipping the balance: the edgier CanWest has more of the audience than its rival, and scooped a majority of the gongs at the recent Radio Awards. ... Does what we've heard this week from Paul Holmes, and the general drift, suggest that it's moving away from that? RS: I don't think you can really link the two but I can tell you in my opinion at least the news product on Newstalk ZB, the pre-eminent news current affairs station, pales into insignificance when you compare it with the news product and current affairs product of National Radio. ... Look, the commercial broadcasters occupy a space that is that - it is commercial, they're out there for ratings. ... RB: I've been reading Adrian Blackburn's history of Radio Hauraki and that's interesting because in a way it contains the roots of private radio's revulsion for government. ... RS: Radio Hauraki probably is the best radio station in New Zealand and the reason why I say that is that it's survived. ... I mean they've got a great breakfast show - it's a radio station for old men though now I must say. ... Do the two big radio chains actually want anymore?RS: I think they both want them to keep them off each other. ... I think we've got 20-odd commercial radio stations in Auckland with a population of 1.
